Using quotations when searching for a specific word or phrase in Google will return as results pages that have the exact word/phrase in their content/title. I've seen that recently Google added suggestions when no results are found for exact searches. For instance, searching for
"disallow html in blogger contents" will return a
No results found error (at least it did before I posted about it), but below that Google will provide the results it found for the same phrase but without the quotes:

They still have to correct the
"Results 1 - 10 of about 188,000 for" because it implies that these results were found for your quoted expression, whereas they don't represent the results for the exact phrase search.
The same principle now applies for 404 pages, in the past a 404 page on Google would show only the "Not found" text with no other alternatives, now a 404 page also contains suggestions and looks as the results page:
